National Energy Conservation Fund (ECF)

History of Company:

  • Established as a part of implementation of UNDP/GEF funded FERTS Project during 1996-2005, which allocated US$ 3 Million out of the total grant of US$ 7 Million for a Revolving Loan fund to promote EC investments in Tune up equipment.
  • ECF was registered as a corporate body with Security & Exchange Commission of Pakistan (SECP), Islamabad on January 11, 2002
  • The Company is Limited by Guarantee not having share capital and is formed not for profit within the meaning of Section 42 of the Companies Ordinance, 1984

 

Objectives / Business of the Company:

  • The main objective of the Company is to promote energy conservation through energy efficiency, use of alternative economical non polluting energy, better maintenance techniques for all types of vehicles, equipment, devices, machinery in use in Pakistan.

Mandate of ECF:

  • Previously the RLF Program was aimed to promote Fuel Efficiency in Road Transport Sector through financing eligible equipment for vehicle tune-up workshops exclusively.
  • BOD, ECF in their meeting held in October 2010, decided to expand the scope of RLF activities for other Energy Conservation and Efficiency projects and supporting ENERCON  in all technical projects which are to be taken up in future.

RLF Scheme Details
An agreement to provide financial solutions for energy conservation equipment through leasing, utilizing funds extended by Energy Conservation Fund (ENERCON/ECF) to SME Leasing Limited (SLL)  was signed to promote use of fuel efficient devices/equipment to control carbon emissions in the transport sector of Pakistan, in particular , energy efficient devices in general.
As agreed by both entities, ENERCON/ECF through SLL extends credit for lease finance facilities(at below market rates) for the equipment used for conservation of energy.Preference is given by SLL to those clients who have already availed finance facilities for from them with satisfactory repayment behaviour or at least good repayment history with other financial institution(s).The proposed exposure/credit risk against the prospective client may be covered by obtaining additional collateral. Lease/Finance Facility is provided by SLL to its customers /clients/lessees at preferential markup rate of 10 % per annum (IRR).SLL shall determine the quantum of equity participation by the customer /client/lessee as deemed fit.The customer /client/lessee  bears all pertinent costs including inter alia installation & insurance of Energy Efficient Equipment.Per part financing limit (restrictions on the size of the entity) is Rs.3 Million.
