ENERCON — Your Reliable Friend

National Energy Conservation Centre (ENERCON) is an attached department of the Ministry of Environment, Government of Pakistan. ENERCON was established in 1987 and serves as the national focal point for energy conservation/energy efficiency activities in all sectors of the economy, namely industry, agriculture, transport, building and domestic.

The strategy adopted by ENERCON for promoting Energy Conservation spans a whole spectrum of activities, starting from identification of energy conservation opportunities and including technology demonstration, undertaking pilot projects, information and outreach, training and education, and development of plans and policies for promoting energy efficiency.

Conservation Imperatives

  • Energy conservation represents least-cost ‘supply’ option:

    • Unit of energy saved usually is a fraction of generating additional unit

    • Electricity peak load reduction and shifting results in better utilization of existing generation assets

    • Efficient energy use reduces economic costs, losses, imports, infrastructure loading, etc.

    • Waste reduction improves economic productivity and international competitiveness

  • Extensive EC opportunities in Pakistan on both the supply (production and distribution) and demand (end-consumption) sides

    • Upto 25% annual energy savings possible in all sectors (approx. US$ 3 billion/year)

Gravity of the Challenge Today

  • Seriously worsening gap between Energy supply and demand
  • Non sustainability of fossil fuels (limited oil and gas reserves)

The National Energy Conservation Policy

  • The first ever National Energy Conservation Policy has been developed and approved by Government recently.

  • The policy provides a broad guideline to promote conservation in all sectors of economy

 

 

The Way Forward

  • Energy Conservation Act 2008:
    1. Prepared draft on EC Act
    2. Incorporated Stakeholders comments
    3. Submitted draft for approval of concerned divisions and cabinet.
  • Pakistan Energy Conservation Council (PECC) under PM has been constituted and notified.

  • Executive Committee headed by Deputy Chairman Planning Commission has been constituted and notified.
  • ENERCON to serve as secretariat to the PECC and its Executive Committee.
  • Implementation of the approved National Energy Conservation Policy on fast track
  • Monitor PM Directives implementation
  • As a follow up following Projects addressing all energy consuming sectors of economy developed:
      1. National Awareness Campaign on Energy & Environment Conservation (Cost Rs.75M; submitted for CDWP’s approval )
      2. Energy Conservation through Mass Awareness Campaign (Cost Rs.39.5M; approved by DDWP)

 

 

 

Energy Conservation Fund (ECF)

  1. GEF funded Project FERTS (1996-2005) provided seed money (US $ 3 million) out
    of US$ 7 million to ECF

  2. ECF was incorporated on 11 January 2002, with Security & Exchange Commission
    of Pakistan (SECP)

  3. ECF is a Company Limited by Guarantee, under Company Ordinance-1984, with
    its Head Office in ENERCON Building, Islamabad.

  4. ECF under its objectives is to provide financial assistance to Energy Conservation Activities

  5. RLF is only restricted to Transport sector, efforts are in hand to open it for all
    sectors of economy

  6. Current balances Rs.220 million invested at 9.8 % PA

  7. GTZ/UNDP and other donors have shown interest to supplement provided
    the Fund objectives/mandate is liberalized

  8. EOIs being sought for public/private partnership accordingly
